SUMMARY: Under general direction of the Assistant Superintendent of Business, coordinates and supervises the construction of new facilities and the reconstruction and modernization of existing facilities; supervises the daily operations of the maintenance and grounds department; develops and supervises the Transportation department; responsible for the District’s maintenance, grounds, transportation, and custodial supplies budgets; and performs other related work as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Other related duties may be assigned.
Facilities Construction
Coordinates and supervises the construction of new facilities and the reconstruction, modernization, and relocation of existing facilities.
In coordination with Superintendent and Assistant Superintendent of Business, develops facilities master plan.
Assists with the selection, coordination, monitoring, and supervision of services provided by architects, engineers, consultants, contractors, inspectors and other professional service agencies used in support of the facilities program.
Consults with architects, technical consultants and contractors to develop projects, work plans, and cost estimates.
Makes recommendations to insure project compliance with applicable federal, state, and local mandates governing environmental protection, hazards to buildings and building occupants, public safety, and access compliance.
Researches and coordinates preparation of bids, contracts, purchase orders, and related documents.
Prepares analyzes and reports on construction problems and keeps Superintendent and Assistant Superintendent of Business informed in a timely manner of construction project problems and issues.
Transportation
Supervise and evaluate bus drivers and transportation staff; assign duties and participate in hiring and discipline.
Ensure compliance with Education Code and DMV laws regarding pupil transportation.
Oversee and evaluate bus routes, maintenance, and storage.
Investigate and resolve complaints from staff and parents.
Maintain transportation-related records, including accident reports and compliance documentation.
Maintenance/Grounds/Custodial/General Operations
Supervises the daily operations of the maintenance and grounds department. Defines project work scopes, prioritizes and schedules work for the maintenance and grounds employees and supervises assignments as needed.
Plan, organize, and supervise maintenance work including carpentry, electrical, plumbing, HVAC, and repairs.
Evaluates the performance of assigned maintenance, grounds, transportation and district custodial employees.
Provides for regular inspection and evaluation of district facilities and prepares long and short-range plans for maintenance, repair, and site improvement projects.
Coordinates district-wide compliance with Safety Data Sheets (SDS) and Occupational Health and Safety Administration (OSHA) regulations.
Coordinates district-wide program for disposal of hazardous materials/chemicals.
Directs and oversees energy efficiency programs including tracking of energy usage, implementation of energy efficient projects and working with agencies to secure funding sources.
Responsible for District’s maintenance, grounds and custodial supply
Reviews and approves billings prior to payments being issued.
Suggests changes in working conditions and use of equipment to increase efficiency of work crew. Initiates or suggests plans to motivate workers to achieve work goals.
Other Responsibilities
Serves as a member of the Superintendent’s Cabinet
Attends and participates in board meetings as required.
Answers emergency calls at any time and takes appropriate actions to protect and preserve property.
Interprets district policies to staff and outside contractors and enforces safety regulations.
Plans for and coordinates in-service training for maintenance and grounds employees
Performs related work as required.
KNOWLEDGE OF:
Mechanical, electrical, plumbing, and custodial systems and procedures.
Building construction and materials and applicable codes, ordinances, and regulations related to California school construction
Preparation of cost estimates and specifications
Local and state agencies and the applicable regulations.
Applicable safety laws (OSHA, SDS) and environmental compliance.
Safe driving and transportation laws (California Vehicle and Education Codes).
ABILITY TO:
Read and interpret specifications, architectural drawings, diagrams, and schematics
Prepare technical reports and specifications
Coordinate and inspect construction and maintenance projects
Analyze situations and develop appropriate recommendations for action
Drive a vehicle in the course of performing duties
Effectively serve as a liaison to contractors and vendors performing District services
Accurately estimate cost of cleaning, maintenance, repair and construction of facilities

EDUCATION AND/OR EXPERIENCE: High school diploma; 5 years of related professional or management level experience in facilities planning, building construction, general maintenance, grounds keeping or a related field, including supervisory and management experience. Experience in school district construction preferable.
LANGUAGE SKILLS: Ability to read and interpret documents. Ability to write routine reports and correspondence. Ability to speak effectively before the public or employees of organization. Ability to learn and interpret specific rules, laws, and policies and apply them to a variety of situations.
MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio and percent and to interpret bar graphs.
REASONING ABILITY: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
CERTIFICATES AND LICENSES: Valid California Driver’s License. A contractor’s license, HAZMAT certificate, pest control applicator certificate and AHERA accreditation in asbestos management is desirable.

The Palermo Union School District has five schools, servicing approximately 1,430 students. Helen Wilcox Elementary, grades TK-3, serves 570 students; Golden Hills Elementary, grades 4-5, serves 250 students; Palermo Middle School, grades 6-8, serves 450 students and a Community Day School; Honcut School, grades K-3, serves 20 students.
