Under the direction of the Director of Fiscal Services, performs a variety of duties related to employee benefit and insurance programs, including health, dental and vision; assists employees, retirees and insurance carriers regarding employee health, dental and vision benefits; assists in the coordination of the annual open enrollment; maintains records and inventory of benefit materials and literature for distribution to employees, communication with individuals, providers, administrations, brokers, and carriers. Performs specialized duties in coordinating and monitoring interactive process meetings due to industrial accident or illness; assist and process workers' compensation claims filed against the District; maintains computerized database of claims against the District and COBRA/Retiree payments. Monitors and maintains records related to occupational safety and health (OSHA 300 Logs) in addition to safety trainings.
REPRESENTATIVE DUTIES
Performs a variety of technical duties in supporting and administering the District's employees and retirees benefits and enrollment programs, including medical, dental, vision, life, long-term care and employee assistance program
Coordinates the annual open enrollment, including preparation of materials for all classifications of employees, including actives, retirees, LOAs, COBRA participants
Distributes and receives applications for changes and inputs changes into the HRS or HCM payroll system and online benefit system
Coordinates with the Los Angeles County Office of Education (LACOE) in the preparation and maintenance of the District HRS or HCM benefit tables
Maintains the inventory of benefit material and literature
Coordinates ordering of materials and supplies for open enrollment and distributes according to established procedures or as required
Processes and maintains 403(b) program with respect to eligibility, enrollments, and deletions via monthly reports from District Third Party Administrator
Assists with the processing of billing for benefit plans, including monthly audits and reconciliations
Ensures that the District complies with all carrier requirements and regulations
Oversees retirement and deferred compensation with vendors, faxing forms and scheduling rooms for current vendors
Identifies opportunities to streamline processes and provides insight on any proposed health care policy changes and/or amendments
Offers input and ideas as to how to improve the benefit enrollment practices and procedures; stays abreast of new developments about the Affordable Care Act, FMLA, Health Care Reform, Leave of Absence and COBRA
Explains fringe benefit programs to certificated and classified employees, those going on leaves of absence, early retirees,
Determines need, prepares and types bulletins of general interest, including notices for open enrollment, information of plan usage, orientation for new carriers,
Contacts insurance carrier to obtain answers to technical questions or refers an employee to carrier
Assists employee in completing enrollment forms
Forwards forms to the carrier and maintains separate benefit files for each active and retired employee
Maintains records on member re-enrollments in the various plans
Receives payments, reconcile monthly billing invoices to ensure accuracy and completeness and submits to Accounting
Maintains accurate files, including carrier contacts, billings and files that an external auditing agency will review
Researches and resolves complex issues, manage compliance requirements and meets necessary deadlines, receives claims for employees
Notifies carrier and Accounting of any changes in coverage or costs
Receives inquiries involving questions of interpretation, policies, procedures or personal dissatisfaction
Contacts carriers for resolution and advises the employee
Prepares and types periodic reports as requested
Prepares letters in response to inquiries providing data or seeking data from other sources
Answers questions from doctors, hospitals, dentists, regarding employee enrollment
Maintains library of laws, codes, rules and regulations and other related fringe benefits
Assist and process workers' compensation claims filed against the District; complete forms and submit to appropriate agencies; log and maintain employee files on industrial accidents
Follow up on work-related injuries and assist in identifying employees likely to participate in modified or alternative work assignments.
Work closely with supervisors, administrators, medical providers, claim administrator, defense counsel and others involved in the resolution of industrial accident
Interpret and comply with rules, laws, policies, regulations, and codes; notify employees of changes in procedures and laws.
Coordinate Cal-OSHA reports and advise sites of its
Provide and follow up with District sites regarding current workplace postings that are required under State and Federal labor
Monitor and maintain records of safety
Assist the Department with other lines of coverage to include: Property, Liability, Commercial Auto, Student Accident, Boiler & Machinery, and Cyber Insurance
May functionally lead and monitor the work of other clerical personnel
Performs other related duties as required

EMPLOYMENT STANDARDS
Education
Graduation with an Associate degree or completion of sixty (60) college semester units or ninety (90) college quarter units of coursework in human resources, business or public administration or related field from a recognized college or university is required. Graduation with a Bachelor's degree in human resources, public or business administration, or related field from a recognized college or university may be substituted for two (2) years of the required experience.
EXPERIENCE
Three (3) years of responsible full-time experience performing duties related to benefits such as billing, reconciliation, contract agreement, compliance, enrollment, and implementation of established processes and procedures. Two years of experience in coordinating, directing or supervising employee benefits programs or related activities is desirable.
