ELK GROVE UNIFIED SCHOOL DISTRICT Class Title: Chief Facilities Officer
Basic Function: Under the direction of the Deputy Superintendent for Business Services and Facilities, responsible for the planning, organization, coordination, and implementation of the school housing and facility program. This includes the design, financing, and construction of new school buildings and various district facilities, as well as the repair, maintenance, alteration, reconstruction, modernization, and relocation of existing facilities. Provides vision and leadership for the department and fiscal and operational oversight for capital construction projects funded by all capital sources. Responsible for meeting the highest standards of school facilities planning, design, and construction to meet the educational needs of the District’s students and teachers.
Essential Functions:
Develop and update the planning database for schools and district facilities, including student enrollments, construction rates, student yield factors, address grid systems, building data, district maps, and school boundaries.
Develop and update short- and long-range projections for student enrollments and residential, commercial, and industrial construction rates.
Develop and update the short- and long-range master plans for new and existing sites, schools, and district facilities.
Develop and update financial plans and funding sources to support the facility master plans.
Prepare and submit applications and plans for state funds and grants, city and county funds, impact fees, developer fees, bond funds, and other local sources.
Coordinate review and approval of all funding applications with relevant agencies and organizations.
Administer the receipt, collection, disbursement, accounting, and financial reporting of all funds received in support of the facility program.
Coordinate the preparation of plans based on educational, performance, and equipment specifications.
Develop and maintain timelines for facility acquisition, construction, repair, reconstruction, and relocation.
Coordinate, negotiate, implement, and supervise property transactions including easements, leases, and site acquisitions.
Oversee construction and maintenance of district facilities and schools.
Select, monitor, and supervise architects, engineers, consultants, contractors, and other professionals.
Present periodic and special facility reports to stakeholders including the Board of Education and community groups.
Administer the District’s Energy Conservation Program.
Stay informed on current trends and developments in school facilities and construction.
Provide technical expertise to the Deputy Superintendent.
Advise on trends and impediments; recommend corrective actions.
Attend and participate in meetings with district leadership, staff, and external agencies.
Develop and maintain Board policies related to facilities.
Prepare timely reports and recommendations for leadership and the Board.
Perform other related duties as assigned.

Education and Experience Required: Bachelor’s degree from an accredited four-year college or university in business or public administration, construction management, engineering, architecture, or a related field, along with five years of progressively responsible management experience. Other combinations of education and experience that demonstrate the required skills, knowledge, and abilities may also be considered.
