The Soledad Unified School District is seeking qualified candidates for the Fiscal Manager position for the 2025/2026 School Year.
TITLE: Fiscal Manager
CLASSIFICATION: Classified Management
REPORTS TO: Chief Business Officer (CBO) or Director of Fiscal Services
LOCATION: Business Services, District Office
GENERAL DESCRIPTION OF DUTIES
Under the direction of the Chief Business Officer or Director of Fiscal Services, the Fiscal Manager plans,
organizes, and manages districtwide fiscal operations with an emphasis on position control, payroll oversight, and
purchasing. This position ensures the integrity of staffing, budget, and expenditure data across Business
Services, Payroll, and Human Resources. The Fiscal Manager provides analytical, technical, and supervisory
leadership to ensure compliance with laws, codes, regulations, and board policies governing financial
management, staffing, and procurement.
ESSENTIAL DUTIES & RESPONSIBILITIES
Position Control and Payroll Oversight
* Maintain and oversee the district’s position control system to ensure alignment between authorized positions,
funding sources, employee assignments, and budget allocations.
* Collaborate with Human Resources and Payroll to ensure all position authorizations, staffing changes, and
salary adjustments are properly approved, funded, and accurately reflected in all systems.
* Review and reconcile payroll data for accuracy of account codes, pay rates, and position attributes, ensuring
alignment with position control and budget allocations.
* Oversee the reconciliation of payroll liability and benefit accounts; identify and resolve discrepancies in
coordination with the County Office of Education.
* Coordinate updates to salary schedules, work calendars, and position tables consistent with negotiated
agreements and board-approved actions.
* Prepare and analyze reports on personnel cost projections, salary and benefit trends, and position variances
for use in budget development, audits, and negotiations.
* Serve as liaison among HR, Payroll, and Budget to ensure consistent and accurate position data and
streamline processes across departments.
Fiscal Management & Budget Support
* Assist in the development and monitoring of the district’s annual budget and interim reports.
* Oversee the review, reconciliation, and adjustment of assigned funds and accounts to ensure compliance with
Generally Accepted Accounting Principles (GAAP) and the California School Accounting Manual (CSAM).
* Prepare, analyze, and distribute fiscal and statistical reports to support informed decision-making.
* Support the preparation of financial statements, audit documentation, and year-end closing activities in
collaboration with the County Office of Education and external auditors.
* Monitor and analyze resource codes, restricted program budgets, and expenditure trends to ensure fiscal
compliance and proper fund utilization.
Purchasing and Procurement Oversight
* Supervise and manage the district’s purchasing operations, ensuring compliance with Education Code, Public
Contract Code, federal requirements, and local board policies.
* Review and approve purchase requisitions, purchase orders, contracts, and bids to verify funding availability,
proper coding, and adherence to procurement thresholds (micro-purchase, small purchase, and bid limits).

* Coordinate with sites and departments to ensure timely processing of requisitions and purchase orders,
vendor setup, and payment authorization.
* Develop bid specifications, assist with proposal evaluations, and oversee contract renewals and vendor
performance monitoring.
* Implement and maintain standardized purchasing procedures to improve efficiency, cost-effectiveness, and
compliance.
Leadership, Compliance, and Continuous Improvement
* Supervise and evaluate assigned Business Services staff; provide direction, training, and support to ensure
operational excellence and professional growth.
* Serve as a technical expert and resource to district and site administrators on fiscal procedures, position
control, and purchasing compliance.
* Lead systems-level analysis to improve fiscal, payroll, and HR data integration; develop strategic process
improvements that enhance accuracy, reduce redundancy, and ensure aligned operational practices
districtwide.
* Develop and implement internal controls and workflow improvements to enhance data accuracy,
accountability, and transparency across fiscal operations.
* Prepare and present fiscal and staffing reports for cabinet, board, and committees as assigned.
* Stay current on changes to laws, codes, and best practices affecting fiscal, payroll, and purchasing
operations; recommend policy and procedural updates as needed.

KNOWLEDGE AND ABILITIES
The successful candidate will possess knowledge of:
* Principles and practices of position control, payroll processing, budget management, and purchasing in a
California K-12 school district.
* Education Code, Public Contract Code, and applicable federal and state regulations.
* Accounting and auditing principles in accordance with GAAP and CSAM.
* Human Resources and Payroll data integration and reporting systems (e.g., ESCAPE, QSS, PeopleSoft).
* Federal procurement standards and bid thresholds.
* District purchasing and contract compliance procedures.
* Supervisory methods, effective leadership, and employee training techniques.
* Spreadsheet, database, and analytical tools used for financial reporting and projections.
The successful candidate will demonstrate the ability to:
* Plan, organize, and direct complex fiscal operations with a high degree of accuracy.
* Analyze and interpret financial data and present clear, concise findings.
* Collaborate effectively with HR, Payroll, and site administrators.
* Interpret and apply laws, regulations, and policies related to fiscal, payroll, and purchasing functions.
* Supervise and evaluate assigned staff; promote a positive, service-oriented work environment.

* Communicate effectively both orally and in writing.
* Maintain confidentiality of employee and fiscal records.
EDUCATION, EXPERIENCE & CLEARANCE
Education: A bachelor’s degree in Accounting, Finance, Business Administration, or a related field is required.
Applicants who do not possess this degree at the time of hire must obtain a bachelor’s degree in Accounting,
Finance, Business Administration, or a related field, within two (2) years of the date of hire as an ongoing
condition of employment.
Experience: Progressively responsible experience in fiscal services, accounting, payroll, position control, or
purchasing in a California public school district or comparable public agency. Supervisory or lead-level experience
is highly desirable. Completion of a CASBO business program is highly desirable.
