Under the direction of the Superintendent, the Director of Business Services/Chief Business Official (CBO) plans, organizes, and directs a variety of fiscal and operational functions including district budget development and oversight, fiscal accountability, audit coordination, and financial reporting. Provides fiscal oversight and support to school sites and departments, including assistance with LCAP-related financial planning and compliance.

Examples of Duties:

1. Coordinates the development, monitoring, and revision of district budgets and multi-year projections
2. Provides fiscal oversight and budget review for the District’s LCAP to ensure alignment with financial plans
3. Analyzes collective bargaining proposals for fiscal impact and prepares related budget scenarios
4. Coordinates preparation and submission of required financial reports to local, county, and state agencies
5. Oversees interim budget certifications and prepares recommendations for Board consideration
6. Advises on fiscal implications of legislation, Education Code, and legal matters related to finance
7. Supports audit preparation and works with auditors to ensure compliance and resolve findings
8. Assists with financial forecasting, cash flow analysis, and enrollment/ADA projections
9. Prepares narrative and statistical budget reports for the Board, administration, and external agencies; presents information to Board of Trustees as needed
10. Coordinates and monitors internal control procedures for district fiscal operations
11. Manages accounts receivable and ensures timely vendor payments
12. Oversees the administration of workers’ compensation claims in compliance with regulations.
13. Oversees public bid procedures in compliance with applicable regulations
14. Oversees the reporting and resolution of property loss claims for the district
15. Performs other duties as assigned

Desired Qualifications:

Education and Experience
a. Bachelor’s Degree in Business, Accounting, Public Administration, or a related field preferred
b. Five (5) years of increasingly responsible experience in school finance, budgeting, and administration
c. Prior management-level experience in a school business environment is preferred
d. Master’s Degree or CPA certification is desirable

1. Possess or qualify for a California Administrative Services Credential

Knowledge, Abilities, and Skills

• Knowledge of California school finance laws, Ed Code, and GAAP
• Ability to plan and direct district-wide financial services and reporting
• Familiarity with the Standardized Account Code Structure (SACS) and related software
• Ability to interpret and explain budget and fiscal reports clearly to various stakeholders
• Strong analytical, organizational, and communication skills
• Proficiency in financial software systems, spreadsheets, and word processing programs
• Ability to meet deadlines, manage multiple priorities, and work independently
