Under the direction of the Associate Superintendent of Business Services, this position is responsible for all accounting, financial reporting, and budget functions of the District. The role performs complex and technical accounting-related transactions to maintain the District's financial records in accordance with accounting standards, establishes and monitors internal controls, and ensures compliance with applicable standards, laws, and regulations. This position provides consultation to administrators and personnel regarding accounting, budgetary, and financial management practices, with particular attention to the unique financial and reporting requirements of a basic aid district, including state and federal program funding such as Title I, Title II, and other categorical programs. The position supports the district’s mission to provide high-quality education through effective financial management and strategic planning.
This position serves as a technical expert in the day-to-day operations of the District’s budgetary, account record-keeping, and financial reporting programs. The Senior Financial Analyst performs advanced professional-level accounting and financial analysis duties, requiring independent judgment in decision-making and in the interpretation and application of established standards, policies, and program rules. A high degree of initiative is required to analyze data, resolve financial discrepancies, and develop recommendations to support the fiscal stability and strategic priorities of a basic aid district.
REPRESENTATIVE DUTIES:
Perform complex and technical accounting functions in the maintenance, reconciliation, and analysis of District financial records, including special program/project funds.
Analyze and monitor revenue streams specific to basic aid funding, including local property taxes, interest earnings, and state and federal funding allocations.
Prepare and maintain financial and statistical reports related to accounting functions, ensuring accuracy, completeness, and compliance with district policies, applicable laws, and regulations.
Assist in all phases of budget development, including preparing projections, supporting schedules, and cash flow analyses specific to basic aid revenue sources.
Monitor and report on budget data, including revenue and expenditure account status, and recommend corrective actions to ensure fiscal stability.
Ensure compliance with Local Control Funding Formula (LCFF) requirements, including the accurate calculation and reporting of supplemental and concentration grants.
Prepare and submit all required reports to the California Department of Education (CDE), including:
Interim Financial Reports : Detail the financial condition of the District, incorporating unique funding mechanisms and revenue streams.
Annual Budget Report (SACS Reporting): Ensure accurate classification and reporting of local property tax revenues and other funding.
Enrollment and Attendance Reports: Prepare CALPADS, CBEDS, and other reports as required.
Consolidated Application (ConApp) Reports: Compile and submit reports for Title I, Title II, and other federal and state funding sources.
Maintenance of Effort (MOE): Prepare and ensure compliance with state and federal requirements for categorical programs.
End-of-Year Reporting: Submit financial statements for categorical programs and grants.
Conduct internal audits to ensure proper internal controls, compliance with district policies, and adherence to funding regulations; recommend process improvements.
Collaborate with external auditors, prepare audit schedules, and respond to inquiries.
Provide consultation, training, and technical assistance to administrators, personnel, and site staff regarding accounting, budget functions, and compliance with funding regulations.
Review, reconcile, and maintain detailed records of accounts payable, invoices, and bank statements; prepare journal vouchers and other adjusting entries.
Support preparation of reports on facility and bond fund expenditures, including compliance with Proposition 39 and other local measures.
Assist in grant and categorical program reporting, ensuring alignment with federal, state, and local funding policies.
Stay current on updates to CDE reporting requirements, state regulations, and accounting standards through professional development and training.
Perform end-of-year closing procedures, prepare year-end financial statements, and reconcile fund balances.
KNOWLEDGE AND ABILITIES:
Comprehensive understanding of basic aid funding models, including property tax revenue calculations and management of state and federal funding allocations.
Knowledge and application of the California School Accounting Manual (CSAM) is required.
Proficiency in financial statement preparation, budget forecasting, and financial control methods specific to basic aid districts.
Familiarity with federal and state financial reporting requirements, including Title funding, grants, and categorical program compliance.
Strong understanding of internal control principles and best practices in auditing.
Ability to analyze and interpret complex financial data, including multi-year projections for basic aid funding and state/federal program reporting.
Effective communication skills, both oral and written, with the ability to provide technical guidance to diverse stakeholders.
Ability to work independently, exercise sound judgment, and manage multiple priorities under deadlines.
Proficiency in financial management software and data processing systems.
EDUCATION AND EXPERIENCE:
Bachelor’s degree in accounting, finance, or a closely related field required.
CPA certification, advanced degree (MBA/MA) in accounting, finance, or a related field preferred but not required.
At least five (5) years of progressively responsible experience in accounting, auditing, or financial management, preferably in a school district, governmental agency, or public sector setting.
Knowledge and application of the California School Accounting Manual (CSAM) and experience with basic aid district funding models and categorical program reporting are required.
LICENSES AND OTHER REQUIREMENTS:
Valid California Driver’s License.
Tuberculosis (TB) test clearance is required prior to employment in accordance with California Education Code Section 49406.
