DESCRIPTION: Under the supervision of the Superintendent, the Chief Business Official is responsible for the organization and administration of the financial and business affairs of the District, such as payroll, purchasing, budget, investment and risk management, bond/debt management, facilities, maintenance & operations, transportation, food services; collective bargaining.
DUTIES AND RESPONSIBILITIES (includes but not limited to):
1. Advises the Superintendent on all fiscal matters. 2. Develop and prepare annual budget and monitor income and expenditures of all District funds, make necessary reports to staff and the Superintendent, Cabinet, Board of Trustees, and public. 3. Conduct financial analysis including forecasting financial commitments, and evaluating contracts, including the coordination of tax revenue and anticipation notes. 4. Lead, administer, and supervise accountant, payroll, accounts payable/receivable, cash receipts, fee collections, and other accounting services within the District Business Office. 5. Perform and/or supervise central accounting functions, forecasting revenue and expenditures, cash flow, fixed assets, negotiated bargaining agreements, and all other related functions. 6. Review all contracts, agreements, and negotiations and work with legal counsel as deemed necessary. Also maintain records covering insurance, policies, and programs of the District. 7. Prepare bid documents specifications and advertisements for major purchases and projects in accordance with the Public Contract Code. 8. Assist the Superintendent in the collective bargaining process serving as a District representative on negotiating teams: GFCCE Certificated; GFCCE Classified; and CSEA. 9. Administer all communication duties related to AB 1200 and any additional state/federally mandated finance or communication duties related to collective bargaining and maintain district salary schedules. 10.Maintain position control and administer functions such as Workers’ Compensation, retiree benefits, health/dental programs, and payroll, coordinating services with Human Resource programs. 11.Assist in forecasting staffing needs based on enrollment projections. 12.Supervise free or reduced lunch program, student health insurance, and liability/property insurance. 13.Direct and oversee division activities, functions, and programs, including the construction, renovation, and maintenance of the school sites and administrative facilities. 14.Act as chief District representative to the District’s Citizen Bond Oversight Committee providing necessary reports on facility development, budget, and auditing. 15.Manage District budgets and maintain documentation related to bond projects including expenditure reports, development of purchase orders, and tracking of projects. 16.Serving as the Superintendents' designee for various Joint Powers Authorities. 17.Serving as District representative at various meetings, seminars, workshops, and conferences as required. 18.Plans, organizes, and directs all activities in the Business Office. 19.Directs and evaluates all District supervisory staff under areas of responsibility: Financial Analyst; Payroll Analyst; Finance Clerk; District Clerk; Director of Food Service; Director of Maintenance and Operations; Transportation Supervisor. 20.Work with external auditors and provide requested documents. 21.Prepares financial and related information for the District negotiation team. 22.Administers the facility development programs. 23.Administers student transportation program. 24.Administers building and grounds program. 25.Provides fiscal data to help determine staffing formulas. 26.Recommends staffing based on enrollment/needs of the District. 27.Prepares Board items and attends meetings of the Board of Trustees. 28.Other duties as assigned.
Education, Training, and Experience: Any combination of education and experience equivalent to a master's degree in accounting, business, or public administration from an accredited institution, preferred. Examples of an equivalent master’s degree may consist of a Certified Public Accountant license; Chief Business Official certificate from a professional organization (i.e., FCMAT, CASBO, School Services).
A minimum of five (5) years' school district experience, preferred.
Successful experience in planning, organizing, and directing a broad management program, with leadership in and responsibility for multiple departments, such as risk management, accounting, budgeting, purchasing, facilities, maintenance and operations, food services, and transportation. Knowledge of: 1. Long range facility plans for district school sites. 2. Laws, rules, and guidelines affecting the administration of a public school districts business services division. 3. Principles and practices of public school district business, management, and organization. 4. Facilities planning, construction, and financing. 5. Budget, accounting, payroll, purchasing, risk management, transportation, food services, maintenance, and operations 6. Collective bargaining agreements. 7. Exemplary communications skills that will demonstrate ability to write and verbally present clear and concise management, finance, and related reports. 8. The Galt Joint Union High School District is located in a rural area south of Sacramento, midway between the California Delta region and the foothills. The district provides a high school education (grades 9-12) for nearly 2,000 students from the City of Galt and neighboring communities. The district boundaries straddle the county line between Sacramento and San Joaquin Counties and encompasses four feeder districts. Originally an agricultural region, the district remains partially agricultural, but has also become a southern suburb of Sacramento, with extensive housing developments and associated commercial and retail businesses. The district encompasses two comprehensive high schools, one continuation high school and one adult education school and offers a broad range of courses and opportunities to their students.
