Under general direction of the Assistant Superintendent of Business Services, to plan, organize, manage and participate in the accounting, budgeting and fiscal record management and reporting activities and functions; to supervise, review and evaluate the performance of accounting and purchasing personnel; to perform the more technical and specialized accounting, budgeting and financial record management and reporting functions; and to do other related work as required.
EXAMPLES OF DUTIES
Plans, schedules, audits, supervise and participate in the preparation and maintenance of a variety of accounting and financial record management reporting, including general and special ledgers for all District funds and special
Coordinates the budget planning and preparation processes, including the preparation of all state budget documents and reports, the formulation of budgetary formulas and the preparation of budget control guidelines and
Coordinates vendor payments to ensure that vendors receive payment for products and services on a timely
Trains, supervises and evaluates the performance of Accounting and Purchasing Department personnel and assists them in determining alternative solutions concerning unusual and unforeseen problems and
Develops or assists in the development of improved accounting and financial record management and reporting systems and procedures.
Coordinates the preparation of materials for posting or inputting into computer-assisted accounting programs.
Monitors and audits the accounting and financial record management and reporting functions to ensure that established operational procedures and guidelines are
Coordinates the preparation of budget revisions for Board of Education
Performs the more technical and specialized accounting and financial record management and reporting
Counsels, advises and assists school and District personnel regarding matters relating to accounting and financial record management and reporting
Counsels, advises and assists site managers in the preparation and management of site
Coordinates the preparation of a variety of management related reports, including but not limited to the following: budget control, financial statements, investments, accounts payable, accounts receivable, payroll, and nutrition services.
Coordinates all aspects of the District’s annual
Coordinates the preparation and maintenance of the records of fixed assets and long-term
Coordinates the preparation of claims for reimbursement for special education, special projects and pupil
Consults with Los Angeles County Office of Education to ensure the accurate preparation and maintenance of accounting and financial data and the use of accounting and financial record management reporting
Performs financial and statistical research studies as required,

QUALIFICATIONS
Knowledge of:
Principles, methods, practices and procedures of school district accounting, budget planning and preparation, fiscal record management, purchasing and data processing systems;
Legal mandates, policies and regulations pertaining to accounting, payroll and fiscal record management and reporting;
Accounting procedures and reporting requirements related to education categorical programs;
Computer-assisted accounting and fiscal record management systems and equipment;
Principles, practices and techniques of organization, supervision, employee motivation and training.
Ability to:
Perform responsible and technical accounting, purchasing, budget development and preparation and fiscal planning functions and activities;
Organize, supervise, train and evaluate the work of accounting and purchasing personnel;
Prepare fiscal, financial and narrative reports in a clear and concise manner;
Review, audit and verify financial statements and related summaries and reports;
Understand and carry out oral and written directions with minimal accountability controls;
Establish and maintain cooperative working relationships;
Utilize computer-based financial reporting systems, including the County and State financial reporting software programs, to successfully complete mandated financial management and reporting tasks.

EXPERIENCE AND EDUCATION

Experience:
Four years of responsible accounting and financial record management and reporting experience, including one year in an educational organization management or supervisory capacity.
Education:
Equivalent to the completion of a Bachelor of Arts or higher degree from an accredited institution, including emphasis in accounting, budget planning, business management or closely related fields.
