Under direction, oversee and assure proper compliance of contracting for all public works projects, the purchase of equipment, supplies, materials and services, in a centralized procurement service to district schools, divisions, departments and offices consistent with budgetary limitations, sound business management principles and requirements of federal and state laws; assure the funds of the District are prudently and legally expended and assure maximum value is received in support of the instructional program; organize and assist in the management of the E-Rate funding program and other grants associated with technology; administer bids, requests for proposals (RFP), budgets and legal filing of documents; provide work direction, training and supervision to assigned personnel.
Major Duties and Responsibilities
• Perform complex purchasing activities and research; develop contracts for the more complex District projects. • Manage accounts and services such as leases, contracts, maintenance agreements and license renewals. • Assure fiscal accountability of District contracts, leases and agreements. • Adhere to code and legal requirements. • Review architectural drawings to confer with appropriate staff and departments to identify requirements of specifications and establish priority of project bidding. • Prepare period financial reports and cost analyses. • Provide technical expertise regarding assigned functions. • Develop procedures to comply with laws and regulations. • Develop and implement long and short-term plans and activities. • Comply with state requirements regarding report of maintenance needs and plans. • Review legislation to assure agency compliance with laws and procedures and make recommendations on changes. • Serve as a liaison between administrators, District personnel, planning and construction agencies, construction inspectors, architects, contractors and other outside agencies; respond to inquiries and provide information concerning construction activities; consult government officials to assure compliance with laws and regulations related to financing, planning and construction of school facilities. • Provide technical expertise, information and assistance to the Chief Business Official regarding all activities; assist in formulating and developing policies, procedures and programs to assure an economical, safe and efficient work environment. • Advise the Chief Business Official of unusual trends or problems and recommend appropriate corrective action. • Perform research and direct the preparation and maintenance of a variety of financial and statistical reports. • Supervise public bid/contracts/e-rate. • Communicate with other administrators, personnel, outside organizations and the community to coordinate activities and programs, resolve issues and conflicts and exchange information.
• Participate in planning, developing, implementing and maintaining appropriate Risk Management Programs designed to minimize exposure to liability and loss of property claims and to promote safe working conditions for the employees and students of the District. • Perform research and develop statistical analysis of the District’s accidents, claims, property and liability loss histories. • Make recommendations for specific Risk Management Program improvements. • Work with District staff to develop Environmental Compliance Plans and Notices as they relate to hazardous waste, asbestos, air and water quality. • Prepare, organize and submit all accident and property loss claims to the broker of record. • Develop analysis of all District-wide and site-based Risk Management programs and prepare recommendations for the most effective forum to be used to implement these programs. • Other related work as assigned that support the overall objective of the position.

Education and Experience:
Five (5) years of experience in business administration, accounting, finance or a related field is required. Bachelor’s Degree or higher from an accredited college or university in business, economics, accounting, finance or a related field is required. Experience above the minimum five years may be substituted for education on a two years experience equals one year of education basis.
Possession of a valid California Class C driver's license and proof of insurance are required. Certified Public Accountant license is preferred.
