JOB TITLE: Director of External Fiscal Services (233)
WORK YEAR: Full time: 7.5 hours per day/Monday – Friday/ 8:00 am – 4:30 pm/12 months/260 days annually (Prorated upon hire)
START DATE: As soon as possible after interview
SALARY: Salary Schedule 16, Range 36, $437.55 - $558.22 daily. Annual stipend pay: Master’s $750 or Doctorate $1250 (Prorated upon hire)

This position qualifies for CalPERS retirement. The employee contribution rate for CalPERS is either 7% or 8% of monthly earnings depending on the membership date. The Director of External Fiscal Services supports Butte County Local Educational Agencies (LEAs) in all areas of school finance and provides assistance to the Executive Director of Fiscal Services for County Office of Education internal operations. The Director is responsible for department administration in the absence of the Executive Director of Fiscal Services and acts on their behalf, when needed.
Under general direction of the Executive Director of Fiscal Services, the Director of External Fiscal Services provides direct assistance to LEAs in all areas of school finance and serves as the Chief Business Officer (CBO) for specified school districts. Areas of responsibility include, but are not limited to, budgets, accounting, financial reports, Local Control and Accountability Plan (LCAP), and state reports such as AB1200/AB2756 compliance. Additional responsibilities include managing compliance with a variety of laws, rules and regulations related to fiscal issues as well as maintaining appropriate business functions and accounting systems to facilitate budget control and efficient data recall for processing all local, state and federal reports and projects. The Director of External Fiscal Services supervises support staff who provide direct assistance to LEAs. Additionally, the Director provides general knowledge and serves as a resource to the Fiscal Department.
ESSENTIAL FUNCTIONS (May include, but are not limited to the following)
Responsible for direct assistance to Butte County LEAs in all areas of school finance including, but not limited to, budgets, accounting and financial and state reporting
Provides assistance to the Executive Director of Fiscal Services by serving as a resource and providing department administration when needed. This position acts on behalf of the Executive Director when they are absent
Oversee completion of all local, state and federal financial reports for assigned direct service districts
Coordinate review of external LEA audit reports and assist with the resolution of audit findings and exceptions
Assist LEAs with auditor selection process while submitting all related data to California Department of Education (CDE)
Monitor and review financial conditions of LEAs and report to the Executive Director of Fiscal Services
Provide regional technical support to LEAs
Facilitate open forum in the form of the Business Advisory Group (BAG) for LEAs to gather and discuss pertinent issues in school finance
Oversee regulatory review including, but not limited, to the Local Control Accountability Plan (LCAP). This will include document review, discussions with districts and any documentation needed to adhere to rules outlined in Education Code
Final review on all AB1200/AB2756 submissions including, but not limited to, any required follow up
Collect and reconcile LEA data to ensure accuracy and compliance with CDE including, but not limited to, Local Control Funding Formula (LCFF) calculations
Serve on the committee responsible for evaluating charter school petitions submitted to the Butte County Office of Education
Supervise LEA Services personnel and ensure maximum staff utilization
Provide additional training and one-on-one support to LEA Services Staff as needed
Provide additional training and one-on-one support to district Chief Business Officials
Work with other staff to plan and maintain business systems in the area of budgeting and accounting
Provide analytic support for LEAs in collective bargaining negotiations
Assist with financial software implementation
Provide entrepreneurial program support to managers who are developing new funding models
Work with Charter Schools to help maintain an open line of communication while being cognizant of ways in which BCOE may be able to provide oversight/business services
Maintain positive working relationship with Charter Schools
Perform other duties as assigned
QUALIFICATIONS
Knowledge of:
Professional accounting and auditing work as it applies to governmental and public school district accounting procedures
Principles and techniques of management
Employee training and supervision methods
Financial analysis and research procedures
County office and school district record controls and financial report requirements
Ability to:
Supervise and perform double-entry bookkeeping, general accounting, and related statistical analysis
Prepare clear and accurate financial reports
Analyze data and draw sound conclusions
Communicate effectively both orally and in writing, individually and to large groups
Establish and maintain effective personal relations with staff and constituents
Interpret and apply County Superintendent of Schools policies and procedures
Experience and Training:
Professional level work experience in accounting and finance for a minimum of three (3) years
Four-year degree or higher in Business Accounting, Finance or related field. Possession of a MBA, CPA or CMA preferred
Demonstrated experience in school mandated regulatory review processes (e.g., LCAP, AB1200, AB2756, etc.) highly desirable
Experience with accounting software for a minimum of three (3) years
Minimum one (1) year of supervisory responsibilities
Demonstrated possession of a background in California public school accounting/finance procedures/requirements
