Under the direction of the Associate Superintendent of Business Services, responsible for planning, organizing, and administering the fiscal operations of the District including preparation of financial statements, projections, and analyses; work closely with Administration and other District employees in planning and executing financial policies and procedures; and do related work as required.
Major Duties and Responsibilities:
Plans, organizes, and directs employees involved with fiscal activities of the district’s bond program and assures proper coordination between the bond management team and other departments of the district.
Develops, evaluates, and makes recommendations regarding the administrative policy governing the operation of all fiscal services related to receipt, investment, expenditure and reporting of District funds.
Provides direction and supervision over the preparation and administration of the budget and ancillary financial reports relating to the financial activities of District operations.
Plans, organizes, and directs staff involved with fiscal activities and assures proper coordination with other departments of the District.
Keeps current on impending and actual changes in fiscal regulations coming from federal, state, and county agencies as they relate to the activities and funding of the district.
Represents the district and superiors at various state, county, and ad hoc committee meetings.
Responsible for budget planning, control and reporting for all facility construction and modernization projects.
Establishes and monitors work performance standards and is responsible for implementing the employee evaluation and progressive disciplinary system for department employees.
Attends board, community meetings and municipal meetings as necessary while representing the district.
Approves and updates budgets as changes are needed throughout the year as required to maintain a fair and accurate depiction of the District’s budget.
Forecasts accurate and long-term projections of revenues and expenditures and provide timely and accurate information relating to the budget status of the District.
Performs other duties as required to accomplish the objectives of the position.
Qualifications:
Knowledge and Skills:
School finance, school district organization as well as current principles and methods of public school district business and management functions.
Federal, state, and local revenue sources related to school district operations.
California State Accounting Manuel, California Education Code, and other codes and regulations pertaining to disbursement of local, state, and federal funds.
Excellent public relations communication and coordination skills.
Ability to:
Plan, organize, coordinate, and direct a variety of complex technical operations of a school district.
Identify potential problems, evaluate alternative solutions, and prepare sound recommendations and make difficult decisions.
Interpret, apply and explain rules, regulations, policies and procedures.
Prepare and deliver written and verbal reports.
Prepare accurate statistical reports and studies relating to school district funding.
Establish and maintain effective working relationships with others.
Analyze accounting data in light of pertinent regulations and principles for reaching sound and logical conclusions.

Education, Training and Experience:
Postgraduate work in school administration or business administration or licensed as a certified public accountant or any comparable combination of training, education, and experience.
Five years progressively responsible experience in school district financial administration including three years in a supervisory capacity.
