Job Summary:
Under the direction of an assigned supervisor, perform highly technical assignments; perform complex duties related to processing lease agreements, contracts and maintenance agreements; perform a variety of duties in support of the County Office purchasing function; receive and process requisitions; assist departments with purchase of supplies, equipment and services; obtain quotes and bids; maintain appropriate records; provide training and work direction to assigned staff, and other related duties as assigned.
REPRESENTATIVE DUTIES: Perform highly technical assignments in support of the County Office purchasing function. Responsible for the processing of lease agreements, contracts and maintenance agreements. Research and develop complex specifications for formal bids. Develop complex requests for proposals and quotations and other necessary documentation for a variety of purchases in accordance with applicable laws, regulations and formal bidding procedures and legal requirements. Coordinate and prepare field contracts for all labor intensive work within specific monetary guidelines. Assurance of contractor license, liability, prevailing wages, satisfactory insurance and workers compensation minimums have been met. Develop timelines for projects and ensure compliance within said guidelines. Issue notices of work to proceed for field contracts. Oversees and coordinates the formal bid process including attending mandatory pre-bid meetings and job walks, analyze bids or quotations received. Make recommendations for contracts or purchase orders. Notify bidders of award and process related bid documents. Supervise the storing, inventorying, disposing of and accounting for the sale or disposal of vehicles and equipment. Work with departments to ensure change of surplus equipment is disposed of according to legal requirements. Add declaration of surplus equipment to Board agenda. Work closely with the Maintenance department on work orders for delivery of auction items. Ensure with Internal Accounting that revenue has been appropriately deposited. Analyze products ordered for chemicals and activators for MSDS compliance; research and evaluate products for environmentally safe materials. Meet all HAZCOM requirements for sites, ensuring complex safety standard have been met per OSHA. Compile piggybackable bids and distribute price lists and purchasing information throughout Stanislaus County. Reconcile received orders with shipping that have no written purchase order or appropriate documentation. Develop and prepare instructions and forms related to purchasing functions. Review and sign finalized purchase orders for approval and processing. Give presentations for various committees for new products for Safety. Attend meetings, conferences and workshops concerning purchasing functions and issues related to the organizational welfare. Perform a variety of duties in support of the County Office purchasing function; order materials, supplies and services and obtain competitive pricing verbally, in writing and electronically. Receive and process requisitions; assign vendor numbers; assure accuracy of requisitions and purchase order documents; maintain appropriate files and logs; enter purchase order information into computer. Prepare and maintain vendor files; meet with and contact vendors regarding quotes, status of orders and other purchasing matters; resolve problems with vendors regarding purchase orders as needed. Assure account code accuracy. Prepare formal bids for goods and services; notify bidders of award of bid and process related bid documents. Train and provide work direction and guidance to assigned staff, plan and assign work, inspect complete and review in-process projects. Operate a computer and other office equipment as assigned. Maintain communications with accounts payable and warehouse functions to resolve issues and questions. Assist various departments with questions regarding status of orders or other purchasing matters. Perform related duties as assigned.
KNOWLEDGE OF: Purchasing policies and practices. Processing of requisitions, purchase orders, invoices and related documents. Local vendors and sources of supply. Record-keeping techniques. ABILITY TO: Apply policies, practice and terminology used in purchasing supplies and materials for the County Office. Prepare, review, verify and process purchasing forms and documents. Maintain vendor lists and contacts. Purchase goods and services in compliance with specifications, legal codes and financial constraints. Obtain verbal, written and electronic price quotations. Add, subtract, multiply and divide quickly and accurately. Maintain records and prepare reports. Understand and follow oral and written directions. Work independently with little direction. Operate a computer and other office equipment as assigned. Communicate effectively both orally and in writing. Meet schedules and timelines. Establish and maintain cooperative and effective working relationships with others.
EDUCATION & EXPERIENCE: Any combination equivalent to: graduation from high school and four years increasingly responsible purchasing experience. College level coursework in accounting, purchasing or a related field is desirable.
