TITLE: CHIEF BUSINESS OFFICIAL
CLASSIFICATION: Administrative Range CBO
REPORTS TO: Superintendent
Definition:
The Chief Business Official, a cabinet level position, is responsible for the fiscal, financial, and business operations of the District and reports directly to the Superintendent.
Responsibilities:
Plan, organize, manage, and direct the activities and operations of all Business Services to include attendance, accounting, payroll, accounts payable, accounts receivable, purchasing, and reprographics.
Prepare and monitor the District budget and all other funds and programs consistent with all laws and regulations.
Participate and advise in all labor negotiations.
Work closely with District auditor to insure that financial records and practices conform to State, Federal, and governmental accounting standards.
Provide leadership, guidance and supervision to business office staff, including the development of procedural manuals and providing for cross training as needed and appropriate.
Provide leadership in improving efficiency as means of containing cost.
Provide guidance and direction to administrative personnel in fiscal management and budget control.
Maintains up-to-date position control function for certificated, classified and management employees.
Oversee District investments, leases, rents and other assets.
Serve as custodian of Revolving Cash Fund (per EC 42800)
Develop budget and financial reports for various State categorical and federal programs administered by other directors.
Prepare financial forecasts, reports and recommendations for the Superintendent and the Governing Board.
Represent the District as Director to the Joint Powers Authorities (JPA) for workers compensation, property and liability, and health benefits, which the District is a member of.
Provide support in the implementation of District’s strategic plan.
Oversee District’s risk, safety, and insurance program in coordination with maintenance and grounds staff.
Review and approve District work order requests to insure completion of jobs and a safe workplace for employees.
Review and approve fields and facilities use requests.
Perform other duties and responsibilities as needed and appropriate.
Ability to:
Communicate effectively and present clear and concise reports and correspondence
Lead, plan, direct, and evaluate the work of staff
Foster, establish and maintain positive relationships with administration, staff, and the public
Knowledge of:
Managing district assets and investments
Accounting, payroll procedures, purchasing and cost accounting
Computer systems and software like Excel and Word
Applicable laws, codes, regulations, procedures and policies related to school finance
Preferred Qualifications:
Minimum of three (3) years supervisory experience in public school fiscal services
Bachelor’s or Master’s Degree in Business, Accounting, or related field
