Under the direction of the Superintendent, the Director of Human Resources shall be in charge of the Human Resources Department and the legal requirements associated with human resources management; shall oversee all human resources activities of the District. The Director of Human Resources is responsible for the recruitment and works in concert with appropriate administrators and supervisors in evaluation of personnel; maintenance of personnel records and personnel procedures. The Director of Human Resources operates within the framework of District policies adopted by the Board of Trustees; the State Department of Education; the California Education Code and all other applicable state and federal laws.
DUTIES AND RESPONSIBILITIES:
General:
Directs all matters pertaining to personnel services and ensures that appropriate procedures and protocols are observed.
Works with Administration and Managers to make recommendations to Superintendent in all employee hiring.
Coordinates employee evaluation procedures with responsible administrators/supervisors.
Coordinates the process of recruitment and evaluation of District personnel and administers District policies and state laws and regulations relating to employees.
Provides a framework where all laws regarding equal opportunity are observed, including all areas of sexual harassment and discrimination. Works with administrators/supervisors on appropriate investigation and follow through.
Studies existing and pending legislation and develops and recommends policies and personnel procedures in accordance with such legislation.
Reports on the needs of and accomplishments of human resources operations.
Supervises all aspects of new employee orientation and oversees exit interviews for outgoing employees.
Supervises and evaluates any District Office Staff assigned to Human Resources.
Serves as a member of the District Negotiations Team for both certificated and classified bargaining units and provides information and assists the management team therein. Assists with the preparation of bargaining unit contracts.
Prepares and disseminates handbooks and personnel manuals.
Works in close concert with the District Director of Business Services in all fiscal and budgetary matters pertaining to human resources.
Assesses human resources needs and qualifications for positions, review job specifications, job descriptions and recommends action as necessary.
Curriculum:
Coordinates with management staff to plan inservice sessions and conferences and administers the Professional Growth programs for both certificated and classified staff.
Participates with other management staff in the development and implementation of any procedures and or directives as required by district policies, and applicable state and federal laws relating to personnel, ie; drug testing, fingerprinting.
Community Relations:
Responsible for articulating plans and programs to ensure positive community relations.
Serves on appropriate committees and belongs to county and state organizations to assure the interest of the Human Resources Department and District are best served.
Assists the Superintendent and Management Team by acting as a Community Liaison on behalf of the District, communicating the goals, objectives, and policies of the district as directed by the Superintendent.
Under the direction of the Superintendent, serves as the district’s public information liaison to disseminate information to the public as appropriate.
Finance:
Works in Close Concert and Coordination with Director of Business Services and Superintendent to develop long and short term budget projections on Human Resources Department expenditures and income; and preparation of the human resources budget.
Works with the Director of Business Services to coordinate the dissemination of payroll information, employee benefits programs and employee agreements between the business department and human resources department.
Personnel:
Coordinate with site-level administrators and District office staff in developing sound human resources procedures and policies and employee-employer relations.
Promotes positive staff morale and commitment.
Uses appropriate professional procedures for communicating personal/professional concerns.
Demonstrates collegial and organizational loyalties.
Professional Obligations:
Keeps aware of human resources/personnel trends and developments and employs such information in the District Human Resources program.
Maintains professional association memberships and represents the District on profession committees as assigned by the Superintendent.
Strives to continually improve management and human resource skills and abilities.
Authority and Functions:
Under the direction of the Superintendent is responsible for management/operations function of Human Resources Activities and Department.
Chain of Command:
Reports directly and is responsible to the Superintendent.
Education/Experience:
Holds a Bachelor’s degree or higher and or at least five years successful experience in high level business administrative position in business/professional management.
Skills and Abilities:
Plan, organize and direct a comprehensive personnel management system.
Effectively communicate orally and in writing.
Analyze and apply laws, regulations and rules.
Analyze and synthesize a variety of information and develop appropriate conclusions and recommendations.
