Starting annual salary at $215,000, with 2.5% salary increase in second and third year.

BASIC FUNCTION: Serves as the senior administrative officer of business services for the direction, supervision and management of all activities related to the business, facilities and construction of the San Carlos School District. The oversight of these departments includes policy and procedural recommendations related to all aspects of business services and facilities in the district. This position reports directly to the Superintendent.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Business Office * Leads the budget preparation process, and prepares budget documents and long-term financial plan. * Coordinates, audits and maintains budgets for all funds of the District, and identifies all available revenue sources (Federal, State, County and local). * Performs specialized accounting and financial record management and reporting functions. * Monitors and reviews existing and proposed laws and legislations, and develops policy recommendations for the Board of Trustees and Superintendent concerning finance, business operations and personnel. * Supervises and evaluates all members of the business department. * Provides support and oversight of the monitoring and maintenance of the business components of position control in conjunction with Payroll and Human Resources. * Oversees the cash flow operations of the District to ensure the District has sufficient cash to maintain operations. * Oversees, monitors and reviews monthly student attendance reports. * Posts general journal, cash receipts and disbursements, and year-end accrual transactions to the general ledger for all funds maintained by the District. * Reconciles and verifies mathematical accuracy of financial and statistical data. * Serves as liaison to all advisory committees or special committees related to finance, Bond, construction and operations. * Develops, monitors and adjusts projected student enrollment and demographic information for the purpose of determining expected revenues. * Represents the District in vendor contractual negotiations and commitments. * Attends and presents at board meetings and advises as to requirements, responsibilities, and fiscal conditions of the district. * Serves on the District Negotiating Team; projects cost of salaries and benefits for negotiations. * Member of the Superintendent's cabinet.
Facilities * Directs, administers and coordinates the development and implementation of short and long range plans related to all facility and modernization projects, including construction. * Prepares formal bid documents, specifications and advertisement for major purchases and projects. * Supervises the Director of FMOT to ensure delivery of FMOT services with site principals and district administrators, and provides support as needed. * Plans, recommends, and establishes procedures and controls for efficient property management and of the District’s fixed assets and inventory management of designated equipment assets. * Ensures the effective administration of the use of facilities agreements and fees. * Advises and counsels District on laws relating to planning and construction.
KNOWLEDGE, SKILLS, AND ABILITIES: * Extensive knowledge of financial planning and business operations in the public sector, preferably public schools. * Working knowledge of accounting best practices and long and short term financial planning. * A proven record of effectively planning, organizing and using resources to take action. * Success leading effective teams and individuals. * Excellent written and verbal communication skills, including the ability to convey complex information to a variety of audiences (e.g. large groups, staff meetings, executive briefings, board meetings, memos). * Strong analytical and quantitative skills.
EXPERIENCE/EDUCATION: * Bachelor’s Degree (B.A./B.S.) from an accredited college or university, advanced degree preferred. * Five years of responsible management/supervisory experience within a business environment. At least three of those years in an educational business setting is desirable. * Strategic leadership and management experience, in a public school environment preferred. LICENSE REQUIREMENT: * Possession of a valid California Driver’s License.
San Carlos School District (SCSD) is a high-achieving school district in San Mateo County on the San Francisco Peninsula.
