This position is solely responsible for monthly payroll for over 250 staff. This position maintains all current payroll related data and is responsible for benefits enrollments/terminations and reconciliations, along with many related functions and performs related work as assigned. This position is under the direction of the Chief Business Official.
PRIMARY DUTIES AND RESPONSIBILITIES
• Solely responsible for preparing monthly payroll
• Manage garnishments and wage withholding orders
• Issue checks for terminations, lost checks, or any special reason
• Respond to employment verifications
• Completion and coordination of EDD and SDI benefits
• Process retirement, Social Security, and unemployment earnings requests
• Coordinate and track employee leaves
• Completion of quarterly EDD tax returns
• Assist management and staff with payroll and benefit related questions and resolve any problems
• Review and reconcile all employee benefit invoices
• Continuously monitor all enrollments deletions and changes in benefits coverage including COBRA
and open enrollment
• Coordinate and manage billing for retiree benefits
• Manage and coordinate worker’s compensation claims and paperwork
• Audit and distribute W-2s at year end
• Prepares for Annual Audit
• Prepare Federal, State, and local reports
• Perform additional duties as assigned
Education and Experience: A combination of college education and experience of varied and increasingly responsible payroll and technical experience, preferably experience in a school district. Not less than two years work experience will be accepted.
Knowledge of: Accounting and financial recordkeeping principles and procedures as they relate to the preparation and maintenance of a payroll system; modern office practices; terminology of payroll related functions; PERS and STRS regulations; workers compensation regulations; and local, state, and federal regulations and rules regarding payroll transactions.
Ability to: Apply extreme attention to detail and follow-through; commitment to meeting strict deadlines on a mandatory regular schedule; ability to ensure full confidentiality of sensitive and privileged employee information; ability to successfully manage and resolve all wide variety of questions and concerns with employees and vendors; strong organizational skills; careful attention to documentation for strong audit trail on all transactions; ability to work independently; strong personal responsibility and self
motivation; excellent communication skills both written and verbal ; interpret and apply pertinent Federal, State, and local laws, codes and regulations; ensure compliance with County Office rules and regulations; analyze problems and identify alternative solutions; project consequences of proposed actions and help implement recommendations in support of goals; establish and maintain accurate files; process transactions and prepare related reports; make arithmetical calculations with speed and accuracy; ability to prioritize work; operate a variety of office equipment including a 10 key calculator; deal constructively with conflict and develop a consensus; and maintain cooperative work relationships with those contacted during the course of work. Read, write, and speak at a level sufficient to fulfill the duties to be performed.
