CLASS TITLE: FISCAL ANALYST II, SPECIAL EDUCATION LOCAL PLAN AREA
BASIC FUNCTION:
Under the leadership of the Executive Director, Special Education Local Plan Area (SELPA), the Fiscal
Analyst II plans, organizes, controls, and directs the fiscal procedures and functions of the Tuolumne
County SELPA. Preparation of all fiscal reports are presented to the SELPA Governing Board and acts in
an advisory capacity to the Local Education Agencies (LEA) in special education funding. Communicate
with state, county, and LEA administrators relative to SELPA fiscal matters.
REPRESENTATIVE DUTIES:
Plan, organize, control and direct the fiscal procedures and functions of the SELPA.
Prepare and present fiscal reports to the SELPA Governing Board.
Act in an advisory capacity to LEAs in Special Education funding and budgeting.
Organize and conduct meetings with LEA administrators relative to SELPA fiscal matters.
Provide support to the county office and Leas with regard to business functions in order to analyze
needs, determine trends, plan, develop and implement responsible fiscal practices in the area of
special education.
Compile financial reports for the SELPA and all member LEAs as required by federal and state
law, and upon request of the SELPA Executive Director and/or SELPA Governing Board.
Conduct research in the area of school finance and accounting procedures to develop proper
interpretations of current laws and legislation.
Acquire and maintain current knowledge of all applicable laws and regulations, relative to fiscal
matters, obtain official interpretations as necessary; communicate essential advice and counsel to
appropriate staff.
Provide instruction to LEAs and county office members as well as regular written and verbal
communication in regard to special education finance.
Assist in the resolution of problems related to special education fiscal issues.
Design policies and procedures in order to monitor special education costs across the SELPA.
Provide accurate and timely revenue and expenditure projections to assist SELPA members to
remain financially solvent.
Provide districts with accurate and timely special education revenue calculations including AB
602, IDEA grants, Regionalized Services Program, Program Specialists, Non-Public Schools and
LCI program, Mental Health grants and the Special Education Transportation Budget.
Direct the preparation and planning of the annual budget process and prepare the Annual Budget
Report for the State Department of Education.
Ensure the monitoring of the financial condition of LEAs relative to Special Education activities
and provide consultation to LEA business managers as needed.

KNOWLEDGE OF:
Detailed and specialized knowledge and understanding of California school district finance and
budgeting standards.
Detailed knowledge of special education finance standards.
Generally accepted accounting procedures and standards, including automated financial record
keeping systems.
Principles, practices and techniques of fiscal and budgetary transactions with particular references
to special education accounting. Financial analysis and research techniques.
Laws and regulations applying to special education accounting operations.
Data processing as it related to financial record keeping. Basic office methods, practices and
procedures, including financial record keeping.
ABILITY TO:

EDUCATION AND EXPERIENCE:
Any combination equivalent to:
Bachelor's degree in accounting or related field and five years increasingly responsible accounting
experience in a school district or county school office.
Experience in Special Education finance in a California educational agency is highly desirable.
