SUMMARY
Under the general direction of the Executive Director, the Safety & Training Programs Manager (Member Services) is responsible for all aspects of NBSIA’s Member Services Program, including but not limited to, safety, loss control, training and wellness.
EXAMPLES OF DUTIES:
The Safety & Training Programs Manager assists in the planning and development of policies, regulations, and operational procedures pertaining to member districts’ risk management programs; interprets and implements risk management policies adopted by the NBSIA Board; conducts a variety of research activities; oversees site/facility inspections to evaluate conditions affecting safety and risk control; plans, develops, and recommends programs designed to promote safe working conditions, employee and student safety and to reduce district losses and exposure to risk; provides advice to member district safety committees concerning accident prevention, risk reduction and loss control; oversees the POET program and supports the development of the program for new participants; Participates in claim report coding in Origami, may perform accident, injury, and property damage investigations in order to review circumstances and assist in determining preventive measures; assists member districts in prevention of occupational illness, injuries, and safety violations through development of safety programs; assists in the coordination of and/or conducts in-service safety workshops; provides staff assistance to various JPA committees; assists school district compliance with asbestos, hazardous waste management, and all other federal and state requirements; Chairs the activities of the member Risk Management Committee; coordinates the DOT Drug Testing pooling program; supervises Safety Specialists and Member Services Coordinator.
Creates and reviews reports to identify losses and exposures to loss in order to recommend appropriate risk management programs. Directs, coordinates and reviews the work plan for department; assigns work activities and projects; monitors workflow; reviews and evaluates work products, methods and procedures. Participates in the development and administration of the department program budget; forecast funds needed for staffing, equipment, materials, supplies; monitors and approves expenditures; recommends adjustments as necessary.
Identifies training needs, is responsible for the development of curriculum and delivery of safety training; oversees all NBSIA loss prevention training objectives including but not limited to Supervisors Academy, Online Safety training, Slip Resistant Shoe Program, Secure Education Consultants, and various other consortium programs.
Participates in the development and implementation of goals, objectives, policies and priorities for NBSIA pooled benefits programs, including but not limited to the pooled Operations purchase program for members and the Employee Assistance Program. Maintains compliance with applicable regulation, including HIPAA. Identifies opportunities for improving service delivery methods and procedures; identifies resource needs. Acts as liaison between districts and service providers.
QUALIFICATIONS:
Knowledge of:
Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs; liability, workers’ compensation, property and employee benefits insurance coverages; principles, practices, and techniques of establishing, maintaining and modifying a comprehensive risk management program; and the principles and techniques of loss prevention and control. Proficiency in Microsoft Office Suite products desired.
EDUCATION/EXPERIENCE
Any combination of experience and training that would likely provide the required knowledge and skills is qualifying. A typical way to obtain the required knowledge and skill would be:
Experience: Five years of responsible experience involving the management of a combination of programs including: workers’ compensation, liability and property, wellness, and/or employee benefits. At least two years of the experience must include high level supervisory responsibility. Demonstrated ability to develop and administer environmental, health and safety programs.
Education: Equivalent to a Bachelor’s Degree from an accredited college or university with major course work in risk management, business or a related field.
LICENSE/CERTIFICATION REQUIREMENTS
- Possession of a valid California driver’s license.
- Certification related to Occupational Health and Safety, and/or college level coursework in Health and Safety.
- Possession of an Associate in Risk Management (ARM) designation desirable.
