Assume responsibility for the coordination and organizing of construction, reconstruction, alteration projects, relocation of school buildings and facilities, and other capital outlay projects.
Receive direction from the Superintendent or designee. Supervise, train, direct, and evaluate assigned employees.
ESSENTIAL FUNCTIONS - Duties may include, but are not limited to, the following:
Review plans, inspect construction projects, and make recommendations to insure compliance with legal requirements, construction project drawings and specifications.
Keep District officials informed of status of construction projects through conferences and written reports.
Prepare analyses and reports on engineering and construction problems.
Prepare and provide explanations on proposed and on-going building program activities before public groups and official bodies, as required.
Serve as liaison among District administrators, construction inspectors, architects and contractors, planning and construction agencies.
Conduct investigations and make recommendations in connection with planning, design, construction, change orders, design modifications and contract administration in the District's building program.
Coordinate activities on projects beginning with the preparation of design and contract documents through occupancy stage of construction.
Manage budgets within established parameters.
Manage, maintain and update various document tracking logs.
Develop bid and contract documents for procurement and contracting processes.
Coordinate the ordering/procurement of equipment, furnishings and supplies required to complete a project for use by students and staff.
Lead design meetings, regular construction meetings and other meetings with project participants as required including preparation of agendas and meeting notes.
Review contractor submittals, RFIs, change orders and other invoicing/payment requests during the course of the project.
Meet and confer with appropriate officials in the State, County and City government and make professional recommendations to insure compliance with laws and regulations governing financing, planning and construction of school facilities.
Evaluate assigned personnel.
Directly supervises and coordinates the activities of MOT staff, district grounds, facilities, building maintenance, and transportation functions, and ensure non-bond projects and staff align with district priorities.
Perform related duties as assigned.
PHYSICAL DEMANDS AND WORKING CONDITIONS
The position requires the ability to see for purposes of operating equipment and vehicles, reading reports, policies, regulations, and other printed matter; understand speech at normal levels in person and on the telephone; communicate so others will be able to clearly understand a normal conversation in person and on the telephone; demonstrate with dexterity the proper care and use of District equipment; operate a vehicle to make site visits and observations; move supplies and equipment weighing 25 to 50 pounds and participate with manual or mechanical assistance in moving significantly heavier equipment and supplies.
The position requires the ability to work both in an office at a desk or conference table and out of doors in a variety of climatic conditions, walking/standing for long periods of time, climbing, crouching, and kneeling during site inspections, bending, pushing/pulling equipment, reaching in all directions, ascending and descending ladders, stairs, scaffolding and ramps, and, with appropriate safety equipment, working with asbestos-containing materials.
Any equivalent to experience and training that provides the required knowledge, skills and abilities would be qualifying. Four years of increasingly responsible technical experience in building construction work with management or supervisory experience. Any combination of education or experience equivalent to graduation from a four-year college or university with specialization in Business, Engineering or Construction Management.
Must possess and maintain a valid California Driver License.
