DEFINITION Under the direction of the Superintendent, the Chief Financial Officer/Business Manager will establish and revise school district accounting procedures; supervise accounting and financial record keeping activities; conduct accounting analyses and prepare financial statements; conduct audits of school district funds and accounts; assist in the preparation and control of the district’s annual budget, and do related work as assigned. This cabinet-level position is charged with the complete responsibility for the Business Office. The Chief Financial Officer/Business Manager must be a strong leader and an exceptional communicator with the following talents: team building, collaborative management style, creativity, and vision. The Officer must possess an in-depth knowledge of Business, Fiscal Services, Facilities Planning, budget development, Generally Accepted Accounting Principles (GAAP), risk Management, collective bargaining, legislative review, and the organization and administration of the facilities, operational, and planning organization. EXAMPLE OF DUTIES - Administers the preparation of the annual budgets for all District funds, and is responsible for all required financial reports to federal, state, and local agencies.
- Supervise the financial affairs of the District including the development, implementation, and administration of the various District budgets including administration of Deferred Maintenance, Special Reserve, and all other funds of the District.
- Directs personnel engaged in budget development and monitoring accounts payable, accounts receivable, payroll, attendance accounting, internal auditing, purchasing, warehousing, and risk management.
- Prepares reports and recommendations for the Superintendent and Governing Board, including comprehensive financial data.
- Plans, assigns, and evaluates the quality of work of professional, technical, and clerical employees.
- Attends, participates, and speaks at community and professional meetings, conferences, or conventions and serves as a District representative at such functions.
- Serves as a member of the Superintendent’s Cabinet, attends Board of Education meetings as a member of the Superintendent’s staff, and advises the Superintendent and Board on finance/facilities matters.
- Provides facility and financial support for District modernization and construction.
- Prepares and submits applications, reports, and plans for a wide range of funding sources.
- Prepares and presents periodic or special facility housing and financial reports to the public, funding agencies, Board of Education, Superintendent’s Cabinet, Management Team, school sites, and community groups.
- Assists in coordinating, implements, and supervising the construction of new schools and District facilities and the repair, maintenance, reconstruction, and relocation of existing schools and District facilities.
- Trains and instructs personnel in accounting procedures.
- Directs and supervises position control.
- Assists in grant writing.
- Other duties as assigned.
