Our organization is looking for an experienced and collaborative Purchasing and Contracts Manager to manage, supervise, plan, analyze, evaluate, and coordinate district-wide contracts and purchasing functions within the Administrative Services Division; coordinate assigned activities with other units, divisions, outside agencies and the general public; and provide highly responsible and complex staff assistance to higher level management staff. This position will be based in Costa Mesa.
Key Responsibilities Include:
¨ Plan, organize, develop and implement procedures and guidelines relative to purchasing activities including formal and informal bidding, request for proposals and public works contract services.
¨ Prepare, and/or review bid specifications, formal and informal bids, Requests for Proposal (RFP) for a variety of goods and services including public works projects; review final documents, terms, and conditions; determine selection process, and award ensuring legal compliance.
¨ Ensure that contracts and purchasing services is performed in compliance with Department policies and local, state, and federal legal requirements; coordinate efforts with legal counsel in the review and approval of contractual agreements.
¨ Manage and maintain the purchasing and contract process related to sources of supplies, materials, equipment, and services; evaluates quality and price of products and services, negotiate with contractors, vendors and others.
Any combination of education, training, and experience that would likely provide the required knowledge and abilities is qualifying. A typical way of obtaining the knowledge and abilities are:
Experience: Four years of experience involving contract administration and procurement for an educational or public agency.
Experience in a supervisory or management capacity highly desirable
Education: Bachelor’s degree from an accredited college or university with major course work in business or public administration or a related field.
Additional Salary Information: Salary: $8,059.00-$9,816.00 monthly (12 month work year)
