Under administrative direction by the Director, Business Services and/or Chief, Finance Officer, plans, directs and controls the District's SELPA (Special Education Local Plan Areas) procurement, contract administration and property lease management, material management, and related functions, including the following operations: Purchasing, Reprographic Services, Inventory; study, analyze, plan, monitor, report and perform the various fiscal procedures and functions of the Special Education Local Plan Area (SELPA) and prepare and present fiscal reports as applicable; to act in an advisory capacity to SELPA Director on special education funding and related business operation's needs; to communicate with state and county/local administrators; to organize and conduct meetings with district administrators, Vendors and others, relative to SELPA fiscal matters. Assists SELPA Director by managing SELPA contracts and payments (procuring program review and approvals), budgets, conducting complex operational and financial analysis and review as part of that process and aligned with Business Services protocols.
Experience: The equivalent of five (5) years of full-time experience at a professional level directly involved in categorical program procurement, budgets and contracts management with at least three (3) years of administrative management experience is required. Experience and/or advanced coursework in responsible professional accounting, contract management, information technology, cost accounting and financial management, budget management, or closely related field is desirable. Additional full-time experience in categorical program administrative management, budgeting and contracts management, SELPA fiscal management at a professional level is desirable.
Education: BA/BS from an accredited four-year college or university. Degree in Business Administration, Management, Finance, Accounting or closely related field is highly desirable. Masters degree in Business Administration, Management, Finance, Accounting or closely related field is highly desirable.
