FISCAL SERVICES MANAGER DEFINITION Under direction of the Assistant Superintendent or his/her designee, performs a variety of complex duties involved in maintenance, review and analysis of financial and statistical records; oversees the preparation of statistical and accounting reports; is familiar with Federal and State regulations as related to this job function; exercises good judgment in the application and interpretation of complex rules and regulations. Responsible for State reports; advises sites and District staff; represents the District at county and state meetings as required. Responsible for the supervision and evaluation of fiscal services staff and does related work as required. DISTINGUISHING CHARACTERISTICS: This position is responsible for the supervision and coordination of the Fiscal Services staff on a day-to-day basis in monitoring, reconciling, implementing and maintaining proper internal controls of financial activities for the District and school sites and does related work as required. Supervises accounts payable/receivable, benefits, payroll department, purchasing and the Extended School Program employees in this position are expected to work independently and serve as a resource person for school site, department and District office personnel. EXAMPLES OF DUTIES:
Coordinates, supervises and evaluates the work of the fiscal services staff which includes accounts payable/receivable, benefits, payroll department and purchasing.
Authority to recommend, oversee and contribute to the hiring, transferring, suspension, laying-off, recalling, promoting, discharging, assigning, rewarding and disciplining of accounting staff.
Responsibility to recommend the direction and adjustment of grievances of accounting staff.
Responsible for monitoring, reconciling, implementing and maintaining proper internal controls of financial activities for the District.
Interprets and implements District, State and Federal regulations with respect to fiscal/accounting requirements.
Makes decisions on a variety of problems related to Fiscal Services office procedures and to the records maintained by the office.
Provides District management, including school principals and program and department heads, with budget and expenditure information relevant to the individual program/managers.
Provides training to ensure accurate interpretation of fiscal and budgetary information.
Responds to budget questions by other District staff.
Maintains and audits fiscal information records and database systems.
Assists in interpreting existing personnel policies and regulation to regarding fiscal services, and assists in developing new policies and regulations.
Prepares materials for administrators and cabinet.
Contacts other agencies, Districts, schools and District employees to discuss financial records and transactions.
Performs special duties as may be assigned by the Assistant Superintendent of Administrative Services.
Serves as a member on the District Administrative Leadership Team.
A minimum of five (5) years of experience of successful finance, accounting, budgeting in school finances and business operations.
Business Administration experience in a California public school district is preferred.
Completion of Bachelors’ degree in Business Administration/Management, Accounting or a business related area.
Knowledge of principles and practices of California public school finance; budget; management techniques, including development, planning, administration and control, school finance, accounting, budgeting and payroll; applicable sections of the California Education Code, Government code of the Federal, State and local laws and regulations and reporting requirements; Board policies, employee agreements; computer applications and systems; categorical program budget and reporting requirements.
