DIRECTOR FISCAL SERVICES
Under the direction of the Assistant Superintendent, Business Services, plans, organizes, and directs the accounting and payroll functions of the Fiscal Services Department including budget preparation and other budget-related activities and other fiscal functions of the District; provides financial oversight of district-sponsored independent charter schools; prepares and files required local, State and federal reports; projects, monitors, maintains, and accounts for the fiscal health of the District; supervises and evaluates the performance of assigned staff; and performs other duties as assigned.
Plans, organizes, and directs the District’s accounting, payroll, budgeting, and other fiscal functions and activities including specialized administration, such as school construction and charter school funding.
Develops, plans, and implements the District accounting system to ensure efficient procedures, adequate controls, and conformance to legal requirements.
Provides financial oversight of district-sponsored independent charter schools to include budget, accounting, payroll, cash management, property taxes in lieu, or other fiscal functions and activities.
Using established priorities and criteria, prepares preliminary and final District budget, calculates estimated income and expenditures, develops calendar, analyzes and supervises compilation of budgetary data, and prepares or supervises preparation of all budget documents.
Monitors and analyses payroll system for conformance to IRS regulations, county office procedures, and other appropriate requirements.
Prepares a wide variety of fiscal reports, and special studies for District use in monitoring and analyzing program expenditures, or for submission to the State, County Schools, or other agencies. Recommends administrative action on all financial and attendance reports of the District.
Analyzes new legislation for impact upon District finances or procedures, and advises District administration; develops implementation procedures for sites and/or accounting budget function as appropriate.
Serves as advisor to administrative and District personnel on fiscal matters and attends meetings to provide accounting information.
Records and administers long-term debt payment, and provides ongoing financial information to rating agencies and others for the maintenance of bond ratings.
Serves as liaison with auditors and other fiscal monitors, explaining and justifying District procedures; analyzes audit reports, prepares written responses, and develops and implements any modification to accounting system.
Maintains liaison with State and County Department of Education, and professional organizations on legislation and accounting, budget, and payroll guidelines, and works with them to clarify or resolve difficult or unusual operation problems.
Supervises the preparation of transactions and documents for a wide variety of specially-funded educational and employment programs.
Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; plan, coordinate and arrange for appropriate training of subordinates.
Attend a variety of meetings to maintain current knowledge of legislation, legal codes and requirements; review changes in school finance; attend workshops and meetings with District, County, and State personnel; conduct and facilitate meetings.
Performs other related duties as required or assigned.
Director of Fiscal Services plans, coordinates, and manages the functions of the District Fiscal Services department. A Budget Analyst, under direction of the Director, prepares, administers, monitors and maintains the District’s consolidated budget document in accordance with District policy, State and federal guidelines and sound fiscal management principles, assists in developing long-range and short-range financial plans, and performs fiscal analysis related to budget and financial management. An Accounting Supervisor, under the general supervision of the Director, performs professional-level accounting work while planning, organizing, supervising, reviewing, and evaluating assigned areas of accounting and personnel. A Payroll Supervisor, under general supervision, plans, coordinates, supervises and participates in the preparation, processing and maintenance of the District’s classified, certificated and hourly payrolls.
Knowledge of: Planning, organization and direction of a Fiscal Services Department; Generally Accepted Accounting Principles (GAAP); California School Accounting Manual, school accounting policies, and governmental fund accounting procedures; Education Code, State and federal regulations and mandates, and IRS rules and regulations; applicable laws, codes, regulations, policies and procedures; internal/external audit procedures; budget preparation and control; commonly used computerized accounting and budget software, including spreadsheets, databases and reporting; research and analysis techniques; oral and written communication skills; principles and practices of training, evaluating and providing work direction to others; interpersonal skills using tact, patience and courtesy.
Ability to: Plan, organize and administer the Fiscal Services Department functions and operations; manage a large budget responsibly; reason, forecast and project with accuracy; prioritize and schedule work on several projects simultaneously; adapt to competing priorities; work independently with little direction; meet schedules and timelines; interpret, apply and explain rules, regulations, policies and procedures; prepare comprehensive narrative and statistical reports; direct the maintenance of a variety of reports and files related to assigned operations and activities; establish and maintain effective work relationships with individuals at all levels in the organization and staff of other agencies; supervise, train and evaluate assigned employees; communicate effectively, orally and in writing, using correct English, grammar, and vocabulary; operate a computer and office equipment; conduct meetings and make presentations; learn, interpret and follow District policies and procedures.
Essential Physical and Mental Activities and Work Environment: Work is performed in an office setting, while sitting for extended periods of time at a desk or computer workstation; must frequently travel to District sites and/or meetings outside the District. Needs sufficient visual acuity to read regulations, written records and reports and computer screens all day; sufficient hearing to comprehend ordinary conversation in person or on the telephone; sufficient clarity of speech to be understood when explaining concepts; and regulations in ordinary conversations and formal and informal presentations; needs physical ability to operate a computer; must have stamina to work overtime during peak periods and year-end closing; must be able to lift and carry 25 pounds. This job generally requires 80% sitting, 10% walking, and 10% standing during the course of business.
Mental Functions: Sufficient ability to interpret and communicate complex fiscal or legal regulations, analyze massive amounts of financial or statistical data and to resolve program-wide financial or statistical operational problems.
Typical Background: Any combination and experience equivalent to a bachelor’s degree in accounting, business administration, or related field and at least five years of professional experience in the supervision and development of accounting systems and the development/administration of large organizational budgets, including at least two years of responsible professional level or supervisory experience. Certified Public Accountant (CPA) and/or master's degree in Business Administration and experience in a public education system or similar public sector environment is strongly preferred.
Licenses/Certificates: Possession of a valid California driver's license and use of an automobile is required.

Additional Salary Information: Educational stipend: Master's $1500 per year; Doctoral $1500 per year
