Governmental purchasing principles and practices and requirements of the California Education Code as related to the purchasing function.
Building, Public Contract, Government, Uniform Commercial, Civil and Labor Codes as related to school construction.
California School Accounting Manual system of budget classification.
Broad knowledge of techniques of purchasing, such as type of supplies, materials and equipment commonly used in school districts.
Sources of supply, commodity markets, marketing practices, commodity-pricing methods and discounts.
Ability to: Plan, supervise and evaluate.
Learn and interpret laws, rules and regulations affecting school district purchasing operations.
Judge when purchases require written quotations or legal bidding procedures and prepare accurate and complete bid specifications to permit competitive bidding and obtain most advantageous price.
Test supplies for quality standards prior to making recommendations for award of bids.
Prepare and present oral and written reports.
Ability to establish and maintain effective relations with the public, vendors and contractors and coworkers.
