Rowland Unified School District is seeking an outstanding individual to assume the responsibilities of Risk Manager. This is a one position classification, assigned twelve (12) months per year.

SUMMARY OF DUTIES
Under the direction of the Assistant Superintendent of Administrative Services, plans, organizes and directs the District's risk management program; administers the district's insurance programs, including workers' compensation, liability, and student accident insurance; manages the district safety program; and develops and coordinates the Disaster Preparedness Program.
EXAMPLE OF DUTIES
Plans, implements, manages, and monitors the District’s risk management program including worker’s compensation, public liability, property damage, and coordinates and manages the Districts’ loss prevention and safety program;E
Administers, coordinates and implements programs designed to improve safety and security for students, staff, and the public; E
Analyzes the program to identify, evaluate, reduce, or eliminate risks and liabilities and ensures compliance with applicable state, federal, and local laws and regulations; E
Plans, develops and recommends policies, regulations and operational procedures related to the District's risk management, worker’s compensation, safety, and insurance programs; E
Develops, maintains and enforces policies, regulations, and operational procedures and guidelines which are consistent with the goals of the risk and safety programs of the District including coordination of the District's safety committee; E
Responsible for supervision and coordination of the District's safety program personnel; E
Selects, directs, trains, and evaluates assigned personnel; E
Researches and makes formal recommendations regarding proposed bids, rates, contracts, and amendments and participates in the reviewing, selecting, and negotiating of benefit plans and vendors; E
Reviews and assesses validity of reported claims and supporting documentation, and makes recommendations for the resolution of claims; E
Investigates alleged OSHA or other safety complaints, inquiries, or violations, and drafts responses for review; E
Maintains liaison with and coordinates insurance programs with representatives of various insurance carriers; E
Makes recommendations regarding the management of claims, lawsuits, settlements, insurance, and vendor contracts; E
Gathers, analyzes data and prepares reports, and makes presentations to the Board of Education, District administrators and employee groups; E
Provides technical assistance and expertise in evaluating existing and proposed insurance coverage and contract language for exposure to loss and acceptability of insurance and indemnification requirements and recommends necessary revisions; E
Performs loss trend analysis to identify specific risks, and develops strategies for future program activities; E
Prepares and maintains a wide variety of auditable reports, records, databases and files related to the assigned duties assuring the timely filing of State worker’s compensation forms; E
Oversees the accounting activities of the benefit program and contracts, analyzes, calculates, and assures the accuracy of various fees including medical payments, premiums, and payroll deductions; reviews and approves account reconciliations; E
Inspects facilities and grounds to evaluate conditions affecting safety and risk management control; E
Develops and coordinates the Disaster Preparedness Program; E
Prepares annual insurance and risk management program projections in conjunction with the annual operating budget process; E
Reviews current or pending insurance and school safety legislation to determine need for change or modification of risk coverage; E
Communicates with District employees, administrators, and outside agencies such as vendors, claims administration firms, defense counsels, investigation firms, and medical clinics and other medical professionals to coordinate activities, resolve issues and conflicts, and exchange information; E
EDUCATION: A Bachelor's degree from an accredited college or university with a major in business administration, public administration or a closely related field is required. Course work relating to law, insurance, risk management or safety engineering is desirable.
EXPERIENCE: Five years of progressively responsible public agency risk management or business services experience that produces the requisite knowledge of workers' compensation claims, administrations of property and liability insurance and general liability claims is required. Experience in the administration of programs including employee group insurance programs such as medical, dental, and vision is desirable.
