The Chief Business Official shall be responsible for the development and maintenance of business systems and procedures for accounting and budgeting, as well as all financial matters and business and operations support activities. These responsibilities are carried out under the policies of the Board of Trustees and the direction of the Superintendent. Financial matters include budget development, accounting systems, internal controls and financial reporting. Business and operations support activities include systems and work forces for facilities and maintenance, business operations including payroll, purchasing, food services, attendance, and insurance.
The Chief Business Official provides District-wide leadership and direction in the following areas:
Provides direct leadership on fiscal aspects of all District operations.
Establish and maintain complete and adequate accounting systems and internal control procedures for general and special funds including bond and developer fees, student body funds, school properties and student attendance.
Formulate and recommend policies on financial matters and all business support activities. Ensure that approved policies and regulations are clearly understood and carried out by District personnel.
Prepare and present to the Board of Trustees the annual budget and all financial reports required by the county and state.
Supervise and submit for approval all financial contracts and business transactions of the District within established limits.
Consult with and advise District personnel on all matters relating to business services, operations, and financial affairs.
Develop and supervise the district office operations relating to business and operations, including accounting, payroll, purchasing, bidding, inventory and accounts payable and accounts receivable systems.
Supervise, direct and coordinate all District business support activities, programs and personnel.
Direct all facility and maintenance operations by providing technical assistance and coordinating major purchases as necessary.
Direct the completion of payroll, general books of account and supporting records.
Direct the purchasing, storage, inventory and distribution of all supplies and equipment.
Direct the inventory control of all District-owned equipment and materials in compliance with applicable statutes.
Direct the operation of school cafeteria and other food services of the District and supervise cafeteria funds and accounts and assure compliance with applicable state and federal requirements.
Interpret, apply and ensure compliance with statutes, laws, codes, regulations, and legal requirements related to the financial operations of the District; monitor existing and proposed legislation related to school finance and other business functions.
Provide financial data and advises on the financial and operational aspects of negotiations with the bargaining units.
Direct and supervise student attendance accounting and ADA reporting.
Responsible for collection and monitoring of mitigation and deferred maintenance funds, general obligation bond monies, and charter school budgetary matters.
Arrange for annual independent audit and TRAN issues. Coordinate and manage all matters related to the external auditing of all fiscal operations.
Coordinate materials and compliance of the annual independent audit.
Direct and oversee the preparation of reports required by the County Office of Education, the State and Federal government, the Superintendent, the Board or other authorized officials or agencies.
Coordinate and update financial plans and funding sources in support of the short and long range facility master plans.
Understand and use confidentiality appropriately.
Attend and participate in Board meetings and other meetings as requested by the Superintendent
The successful Candidate will have:
A bachelor’s degree in school business management preferred.
CASBO Certified Chief Business Official preferred.
Knowledge of planning, organization, and direction of the business and finance division of a school district.
Excellent communication skills and a demonstrated ability to write and verbally present clear and concise financial and related reports.
An understanding of business management principals and processes, including budget preparation and control.
Knowledge of applicable laws, codes regulations, procedure and understanding of the California Education Code sections related to budgeting, accounting, and auditing.
Experience that demonstrates an ability to anticipate courses of action and to make clear recommendations to the Board based on sound educational and fiscal considerations.
Knowledge and ability to manage the district building program, including the coordination, implementation and supervision of the design and construction, modernization and reconstruction of district facilities.
Knowledge of district facility needs and the ability to meet the requirements of the district bond measure programs, The California Clean Energy Jobs Act (Proposition 39), the Williams settlement and Emergency Repair Funds.
Strong interpersonal skills demonstrated by the ability to establish and maintain effective relationships.

Additional Salary Information: District paid contribution to healthcare benefits at the same rate as Certificated staff per the collective bargaining agreement. Benefits for eligible employees will begin on the first day of the month following date of hire. Benefits are pro-rated for employment less than full-time, 12-months.
